Becoming an agent from abroad: the order of steps
The short answer
If a brokerage recruits you from abroad on an employer-sponsored route, a brokerage has to decide to hire you first. The sources describe a written offer issued through MOHRE and signed by both sides, and the employer applying for the work permit and entry permit. After arriving you complete the medical test, Emirates ID and residence visa, and the DLD broker card, which needs an Emirates ID, comes after that. Other arrangements differ, so confirm yours with MOHRE and GDRFA Dubai.
If a Dubai brokerage recruits you from abroad into an employer-sponsored job, the paperwork follows the employer's applications: the offer and the permits first, then residency and an Emirates ID, and the broker card after that, because the Department lists the ID among the card's documents. Other arrangements, such as residency held through a family member, change parts of this.

Key points
- The employer-sponsored route
- The offer, the permits and the residence visa are applied for by the employer, so a brokerage has to decide to hire you before they start
- The offer is a MOHRE document
- For this route, u.ae says the offer letter is issued by MOHRE, signed by both parties and registered before the employer applies for the work permit
- The card needs an Emirates ID
- The DLD lists a copy of the Emirates ID among the documents for the practice card, which puts residency before the card
- A visit visa is not a work visa
- u.ae: a visit or tourist visa does not give the right to work, paid or unpaid. Checked 14 Oct 2026
What should you do before you book a flight?
If you are being recruited into an employer-sponsored job, choose the firm first, because almost everything that follows is applied for by the employer rather than by you. The offer, the work permit, the entry permit and the residence visa in the employer sponsored route all start with a brokerage that has decided to hire you.
So the research you would do in person happens remotely: which firms work the segment you want, how they supply and allocate leads, how commission is paid and when, and who carries the portal and marketing costs. The questions worth asking, and what a straight answer to each sounds like, are in the section on choosing a brokerage. Asking them on a video call is entirely normal.
Check the firm's licence while you are at it. Every licensed Dubai brokerage holds an Office Registration Number from the Dubai Land Department, and the Department links the validity of your broker card to the validity of the firm's trade licence.
Then get the offer in writing. Not a message, not a call: an offer document with the role, the pay structure and the start date, which is what the next step is built on. How to tell a genuine offer from a scam has its own piece in this section.
How does a job offer turn into a permit to enter?
In the employer-sponsored route this runs through the Ministry of Human Resources and Emiratisation, MOHRE, and then the immigration authority. u.ae, the government portal, states that you must get an offer letter issued by MOHRE, and that the employer then sends you an electronic entry permit for employment. Its page on employment in private companies adds that the offer must be signed by both employer and employee and registered with the ministry before the employer can apply for a work permit.
MOHRE's own service for a work permit for a worker from overseas is submitted by the establishment, not by the worker. Among the documents it lists are a passport copy valid for at least six months, a photo, and the official job offer form issued by the ministry and signed by both parties. Academic certificates are listed by skill level, and u.ae notes that degrees obtained outside the UAE need to be attested by the foreign ministry in the issuing country and then by the UAE embassy or consulate.
In Dubai the entry permit is a GDRFA Dubai service, the General Directorate of Identity and Foreigners Affairs. Its page for a visa linked with a job contract describes a work entry visa that requires MOHRE's endorsement of the work permit, and it lists additional fees where the person is already inside the country. That last detail is worth knowing if you are tempted to fly in first and sort the paperwork out later.
u.ae also says an offer can be checked by its reference number through MOHRE's enquiry service. Do that before you resign from anything at home.
| Step | Who applies or acts | Body |
|---|---|---|
| Offer letter, signed by both sides | Employer and you | MOHRE |
| Work permit | Employer | MOHRE |
| Work entry visa, linked to the job contract | Employer | GDRFA Dubai |
| Medical test, security check, residence visa | You and the employer | GDRFA Dubai, ICP |
| Emirates ID | You | ICP |
| Training, exam, practice card | You, under the brokerage | Dubai Land Department |
What happens in the first weeks after you land?
Residency, and nothing about the job can be finished before it. u.ae lists what the residence visa requires: a medical fitness test for applicants aged 18 and over, a security check, an application for an Emirates ID with the Federal Authority for Identity, Citizenship, Customs and Port Security, known as ICP, and medical insurance among the documents.
The timing is the part to confirm for yourself rather than take from an article. u.ae's page on preparing to work says an entry permit is valid for two months from the date of issue and that the residency procedures are to be completed within one month of entering, while its page on employing expatriates in private companies says the work permit allows you to enter and stay for two months. GDRFA Dubai's service page describes the work entry visa as allowing sixty days in the country from entry while residency is completed. Those statements do not all say the same thing, and the published guidance does not reconcile them. Ask GDRFA Dubai what applies to your own permit.
Plan the first weeks around this. Somewhere to stay while the medical and the ID are processed, the original documents in your hand rather than in a box being shipped, and a clear answer from your employer on who books and pays for each appointment. u.ae states that UAE law requires the employer to pay for the entry visa, post arrival requirements such as medical tests, and the residency permit; how that applies to your contract is a question for MOHRE, not for this page.
When do the training, the exam and the broker card come in?
After the Emirates ID. The Dubai Land Department's service for issuing a real estate professional practice card lists a copy of the Emirates ID among the required documents, and its terms require a certificate of good conduct from Dubai Police and a pass in the annual test for the profession. That single requirement is what puts the card after residency and the Emirates ID.
Everything inside that step is already written up in the getting-licensed section of this guide: the qualification course and what to confirm about it, the broker exam and who is exempt from it, the published DLD fees, and what the card is and how it moves between firms. None of it changes because you came from abroad.
One question the published guidance does not answer is whether the certified training can be booked or started before residency is complete. If that would save you weeks, ask your course provider and the Dubai Land Department directly before you plan around it.
What does u.ae say about working on a visit visa?
u.ae states that a visit or tourist visa does not give you the right to work in the UAE, and the law prohibits working on one whether for pay or without compensation. Its page on labour and visa fraud says working on a visit or tourist visa will result in fines and legal liability, and its page on employing expatriates in private companies says working without the proper visa status could lead to imprisonment, fines or deportation.
A brokerage that suggests starting on a visit visa is asking you to carry the risk it is describing as a favour.
The UAE does publish a jobseeker visit visa, described on u.ae as a visa to search for a job, for 60, 90 or 120 days, with conditions on skill level or university, a degree and a financial guarantee. The portal describes it as a visa for searching, and says nothing on it about working.
Whether any particular activity counts as work is a question for GDRFA Dubai, ICP or MOHRE, not for a brokerage. If you are in doubt, ask them before you do it rather than after.
What changes if you will hold residency another way?
The steps above describe the employer sponsored route, where the brokerage that hires you is also your sponsor. Other routes to residency exist, and if you will hold one, for example through a family member already living here, some of the sequence changes.
MOHRE publishes the work permit as a set of separate services rather than one. One is for workers recruited from overseas; another is for dependents sponsored by family members, and its conditions include a valid residence permit through the relative and that the candidate does not already hold an active work permit. Both are applied for by the employer. Which one applies to you, and what your residency permits you to do, are questions for MOHRE and GDRFA Dubai rather than for a brokerage.
What does not change is the end of the sequence. The broker card still needs an Emirates ID, still depends on a licensed brokerage, since the Department links its validity to the firm's trade licence, and still follows the certified training and exam. The comparison between a firm sponsoring you and holding residency independently is written as a decision, not as immigration guidance, in the section on choosing a brokerage.
One preparation applies to every route: bring the originals. u.ae says passports should be valid for at least six months and that degrees obtained outside the UAE must be authenticated by the foreign ministry in the issuing country and then by the UAE embassy or consulate, which starts simplest to arrange while you are still there.

Questions about this
The ones that come up most often, answered without a pitch.
If a brokerage recruits you from abroad on an employer-sponsored route, the licence comes last. The brokerage offers you the role, the offer is issued through MOHRE, and the employer applies for the work permit and entry permit. Residency and an Emirates ID follow your arrival, and the Dubai Land Department lists an Emirates ID copy among the requirements for the broker card. Other arrangements differ.
The UAE government portal u.ae states that a visit or tourist visa does not give the right to work, and that working on one is prohibited whether paid or unpaid. Whether a specific activity counts as work is a question for GDRFA Dubai, ICP or MOHRE.
The Dubai Land Department lists a copy of the Emirates ID among the documents for the practice card, so the card follows residency. The certified training, exam and card are covered in the getting-licensed section of this guide.
In the employer-sponsored route, the employer. MOHRE's work permit service for a worker from overseas is submitted by the establishment, using the offer form signed by both parties. In Dubai the work entry visa is a GDRFA Dubai service that requires MOHRE's endorsement of the work permit.
Ask GDRFA Dubai about your own permit. One u.ae page says residency procedures are to be completed within one month of entry, another says the work permit allows a stay of two months, and GDRFA Dubai describes the work entry visa as allowing sixty days from entry. The published statements differ, so confirm with the authority rather than with an article.
