The short answer
Becoming a licensed agent in Dubai means holding a UAE residence visa, completing the DREI certified practitioner training, passing the RERA exam, and being issued a Brokers Registration Number tied to one licensed brokerage at a time. The brokerage's own ORN is separate and is what you should check first.
